The Municipality managed to deliver new infrastructure and infrastructure maintenance services through the Technical Services Department. The delivered infrastructure was guided by the 5-year Manzini Integrated Development Plan (IDP) which came into effect in 2012/13 and came to an end in 2018/19 financial year. During the period under review, the Municipality managed to upgrade a number of roads from gravel to bitumen status and was able to maintain a number of surfaced and unsurfaced roads in the city; in addition to improving efficiencies in operations

Fleet Replacement Programme

The procurement process for the purchase of a Vacuum Tanker, Skip Truck, Refuse Truck, Kombi and Road Marking Machine was successfully completed and the new branded vehicles delivered. The necessary training of municipal personnel on the operations of the equipment was conducted and all the equipment was operational by the end of the financial year

Installation Of Prepaid Electricity Metres at Manzini Market

This project was aimed at converting the electrical wiring system at the Manzini Market from a post-paid to a pre-paid system so that each and every rented stall would have its own pre-paid meter; resulting in the electricity costs being shifted from Council to the individual tenant. The objective was to reduce the overall Council electricity bill. This project was done in-house, completed and operationalised. Tenants are now paying for their own electricity consumption. 

Installation of New Incinerator at Manzini Abattoir

This project entailed the procurement, installation and commissioning of a new incinerator at the Manzini Municipal Abattoir facility. Components of this project included the design and construction of the incinerator’s structure, construction of the diesel fuel tank concrete platform, erection of its stand, mounting and plumbing of the diesel fuel tank and the construction of the incinerator ash storage pits. Specifications obtained from the incinerator supplier were used to design and prepare construction drawings. All construction works, the plumbing of the fuel system, incinerator commissioning and training by the supplier were completed. The incinerator is now fully operational.

Rehabilitation of Pleasing Prospect Road and Extension of Villiers Street

The Municipality embarked on a project which entailed rehabilitation of Pleasing Prospect Road in Fairview, concrete surfacing of a portion of Donegal road and concrete surfacing of a portion of Villiers Street. Utility agencies were invited to a site meeting to identify their services with the view to avoid costs of relocation of services. Terms of Reference and specifications were prepared. A call for bidders was made and circulated to potential contractors. The procurement process was completed and the tender awarded to A.G. Thomas (Pty) Ltd. Construction started in February 2020 and was still ongoing at the end of the financial year under review.
